If you have norwegian rats -- native to Norway and they are in US or Mexico or New Zealand I see no reason not to exterminate them as long as you don not kill nonnative things in the process.
i think it is ok as long as extermination would only occur when the threat towards the endangered plant/animal is very viable. if not, then we should leave the rats alone. =p
